I got a great deal on an 05 from a dealer in NY on an 05. I live in CT and will be registering the car in CT. Everything was going well until I mentioned I wanted to do the Smartbuy program. The dealer I was talking to told me his manager told him I could not do a Smartbuy due to residency restrictions. Is this true? I called GM Financial and they said they have never heard of it, but the dealer can choose not to do a smartbuy if they want. What can I do?

It is my understanding that you can do a smartbuy outside of NY, but the deal (payment) will not be the same. The reason for this is GM has special smartbuy rates in NY because GMAC will not lease a car to anyone in NY due to their vicarious liability laws. So anyone who used to lease in NY, they do a special smartbuy rate to make the payments closer to their old lease payments.
