Is this typical? If you can bolt on 20-30rwhp for around $900 that has to be the cheapest hp you can buy. The graph is for 04, I wonder if the gains are comparable for the 05/06.

i wonder that too, i already brought this issue up about the performance of shortys compared to long tubed and a lot of the guys here hands down say long tube is the way. but here in southern cali i cant risk it cause of emmissions and im looking toward shortys which are a lot better then nothing. is anything im think atleast 10-15, or 15-20 if the graph is a lie

If you live in SC don't bother with shorties, go with Long Tubes, they cost a bit more, but they are worth it.
I run the Kooks 1 3/4 with offroad pipes, and have run a 12.7 @ 107 on All Season tires with just exhaust and Volant for power mods.

i agree, you guys are lucky to run full long tube headers without a problems, i cant afford to take that risk since breaking any law involving emissions is a serious crime

oh yea it is, but recently cops started devolping an ear for exhausts, also we got to do smog checks periodically in order to renew our tags for insurance.
