Gen III engine in older/custon vehicle

All of the information available seems to be oriented to getting an engine built/rebuilt and placed in an older car. But no one seems to talk about what has to be done to the computer to get the engine running. What about things like key security codes, rpm limits, speed limits, rear end ratios, tire diameters, etc? Not custom programming EFI codes, just getting the engine to crank, drive, etc. Does anyone know where any of this information can be gotten and what equipment is required? Thanks for any info
