Biggest HP Gains
Other than the cam and heads, are there any specs worth upgrading under the hood?

With heads and cam you may wish to go to an aftermarket intake manifold, something like the FAST LSX intake manifold. Maybe a ported TB too.
I'd say also you might want to go with upgraded valvesprings too. I'm not an engine guru so I'll let others take that one on.
It's all about how much you want to spend. If I had the $$$ the list of mods in my sig would stretch a mile long, alas I don't have the dinero.

headers, heads & cam, intake manifold, CAI, TB, light weight valve train, heavier springs, light weigh high compression pistons, light weight forged crank and rods...etc etc...if you can imagine it, its out there, just depend son how much you want to spend.

Of course budget is always a big deal, i have a decent one ...are those the best ways to gain good power to put me in the mid-low 12's? What are some other ideas guys, thanks.

I don't know that it would take that much to get you into the low-12's. In fact, there are stock goats making it into the high-12's. You could always spend a lot less money and hook up some funny gas.

Alright, so with:
3.91's, 3200 torque converter stall, K&N intake, slp underdrive pulley, 160* thermostat, 232/234 - .595/.598 w 1.7 rocker
On my Ls2 goat those mods should put me into low-mid 12's? Close to 400 rwhp?

I would like to see some long tube headers thrown in there too. However, I would suspect that you would be over 400 RWHP with these mods. When putting together your list for Santa, don't forget the dyno tune.

Well the gears, and converter won't alter your HP at all, but will help acceleration. I would throw on some sticky tires or you won't be hitting anything but walls as you slide around on the ice. That should be enough, if not you can always add on headers and a high flow cat, programmer, bigger injectors, up the compression, etc etc etc.
