Battery light

Hey guys, new to the forum but not new to the car. I know this is a stupid question but should the battery light be on when the key is turned to ON but not started? Been having problems with batteries and alternators lately and an electrical issue on top of it so I don't know if I have just never noticed the light on before I started the car or if it's only supposed to come on if there's a problem. Having electrical issues has made me paranoid, also the light isn't always on. Sometimes it isn't but most of the time it is.
